Does Okta do identity governance?
Yes — Okta Identity Governance (OIG) bundles Access Governance, Lifecycle Management and Workflows, covering access certifications, self-service requests and joiner-mover-leaver. It was added to Okta's authentication platform in 2022, and analysts often describe it as governance layered onto an access-management core. Its separation-of-duties enforcement is currently scoped to intra-application entitlements only, and the governance control plane is cloud-resident.

Can Okta's governance run on-premises?
No. Okta Workforce Identity Cloud is a cloud-hosted SaaS, and the Identity Governance control plane resides in Okta's cloud. Okta offers on-prem agents (AD, provisioning) and Access Gateway for protecting on-prem apps, but the governance engine itself is cloud-only. Avatier runs as a Docker container on-premises, in a private cloud, or in any public cloud.
How does Okta handle mainframe governance?
Okta does not natively govern mainframe systems such as RACF or ACF2; RACF integration is available through a third-party IDMWORKS connector in the Okta Integration Network. Avatier ships native mainframe connectors.
